Government and Public Access Programming


The Apple Valley, Farmington, Rosemount Cable Commission (AFRCC) is a joint powers organization for franchising agreements and video services for each member city.  Resident who subscribe to cable television with Charter or Frontier Communications receive local Government, Educational, and Public Access channels.


Government Access Programming - Channel 180 (Charter)



The Apple Valley Government Channel broadcasts a variety of programming, including:

  • City Meeting Coverage - Government Access Channel 180 televises all of the Apple Valley City Council, Planning Commission, Economic Development Authority, and Parks & Recreation Advisory Committee meetings live. Meeting coverage is also replayed various days and times throughout the week. 
  • Non-Meeting Videos - Channel 180 also airs programming from Apple Valley, Dakota County, State of MN, NASA and other governmental agencies.
  • Message Board - Channel 180 also generate an electronic bulletin board which provides notices of city events, upcoming meeting agendas, and other important information.

Public Access Message Board - Channel 187 (Charter)



Access to this channel is reserved for, and priority is given to, persons who reside, work, or attend school in the cities of Apple Valley, Farmington, and Rosemount.  Individuals, groups, and other organizations can submit a message or video to air on this channel.

Cable Franchise Ordinance
Charter Communications and Frontier Communications have non-exclusive franchise agreements to provide cable television services to the communities of Apple Valley, Farmington, and Rosemount. Included in the agreement is a requirement for the cable company to provide channels for PEG (public, educational, and government) use. The cities jointly administer these channels for their cities through the Apple Valley Farmington Rosemount Cable Commission (AFRCC).
