2021 Street & Utility Improvements (Cimarron & Surrey Trail)
The City of Apple Valley 2020 Capital Improvement Program identifies a street and utility reconstruction project in your neighborhood.
The Palomino Hills neighborhoods (Cimarron & Surrey) were developed in the early 1970s. Street pavement throughout the neighborhood is deteriorating rapidly and becoming more costly to repair. The City is also encountering problems with the aging sanitary sewer and water distribution systems as well as storm systems within this area. Annual sewer cleaning is no longer adequate to control root intrusion into the system and prevent potential sewer backups.
Phase 1 of the project is currently under construction and scheduled to be substantially complete by October 30th, 2020. It is anticipated that phase 2 of the project will be publicly bid and awarded to a contractor in the late winter/spring of 2021 with construction anticipated in the 2021 season.
If the City of Apple Valley proceeds with the project, funding would be derived from the City’s Road Improvement Tax Levy. The City Council has structured this funding source to allow the City to pay for the proposed street reconstruction work WITHOUT the use of any special assessments to residents.
To continue the long standing practice of not using special assessments the City Council has made some changes to the City Policy regarding Private items in the Public Right of Way and are outlined below:
Street Improvement Projects often require construction work to occur within the public right-of-way area behind the concrete curb or outside of the paved street section. This area is typically referred to as the boulevard. Adjacent property owners along the street frequently have installed privately owned items within the boulevard area. Some examples of privately owned items within the boulevard include:
- Irrigation or sprinkler systems
- Bushes and landscape plantings
- Decorative fences
- Underground dog fences
The City will not be responsible for the cost to remove/reinstall privately owned items that are encountered within the right-of-way as part of a Street Improvement Project. City staff will send notice to property owners ahead of the project timeframe, requesting that the property owner remove any privately-owned items within the construction zone of the public right-of-way.
Since construction would start early in the Spring of 2021, and to allow residents more time to remove private items from the Right of Way, The City will begin providing stakes at the property line starting on October 5, 2020 for reference. A project informational meeting and virtual open house will be scheduled for Fall 2020, but the exact time and date has yet to be determined. City staff will send out separate notice to residents when this meeting is scheduled.
